The application rules for the new SCRI.PT Programme for Financing the Audiovisual and Film Industry were published on 17 June and updated by Ministerial Order No. 276-B/2026/1 of 26 June. This programme encompasses the Audiovisual and Film Production Incentive Scheme (RIPAC) and a Mutual Guarantee Line to support Audiovisual and Film Production Credit.
The SCRI.PT programme has a total allocation of 350 million euros for a four-year period and will be managed by Instituto do Cinema e do Audiovisual - ICA, in coordination with the #PortugalMediaLab mission structure and Turismo de Portugal. The objective is to strengthen the competitiveness of the Portuguese industry, promote the internationalisation of the sector, attract major foreign productions and contribute to the sustainability of the media.
Audiovisual and Film Production Incentive Scheme
The Audiovisual and Film Production Incentive Scheme (RIPAC) incorporates the incentives previously known as cash rebate and cash refund, and has 200 million euros to allocate as non-repayable grants in the period between 2026 and 2029.
There are two types of financial incentive: one for medium-budget productions, which opens on 29 June for a period of two weeks, and another for large productions, which opens permanently on 29 June, allowing applications to be submitted at any time.
The Financial Incentive for Large Film and Audiovisual Production will be open continuously, maintaining the minimum amount of expenditure incurred in national territory at 2.5 million euros per film or audiovisual work or per season of episodes. Regarding the rebate, the percentage remains at 30% on the first 2 million euros, dropping to 25% for the excess. Payment of this incentive will be made by the end of April of the year following the completion of the work.
Meanwhile, the Financial Incentive for Medium-Budget Film and Audiovisual Production is aimed at projects with eligible production expenditure below 2.5 million euros. In this case, the minimum eligible production expenditure in national territory is 500,000 euros per work or 200,000 euros in the case of documentaries or when production activities in Portugal do not include filming. The incentive will be paid in four instalments, following a payment request accompanied by a declaration indicating the start date of eligible expenditure. There will be two application phases per year, opening by the end of March and September. Exceptionally, in 2026, the application period runs from 29 June to 10 July.
The incentive aimed at medium-budget productions also provides for support for scouting missions by foreign producers considering filming in Portugal. In this case, applications must be made using a dedicated form up to 20 working days before the start of the mission.
Mutual Guarantee Line to support Audiovisual and Film Production Credit
The new SCRI.PT programme also includes the establishment of the Mutual Guarantee Line to support Audiovisual and Film Production Credit by Banco Português de Fomento. Aimed at all productions supported by RIPAC, this Guarantee Line will have 150 million euros available for the 2026-2029 period. Its regulations will be finalised through the respective data sheet.
