Creative Europe MEDIA is the European Commission's support programme for the European audiovisual industry, running 2021–2027 with a total budget of approximately EUR 2.44 billion (MEDIA strand). Critically for international producers, MEDIA does not fund feature film production. Instead it supports the surrounding value chain: development of single projects and slates, distribution and sales, festivals and audience development, training, networks, markets and co-production forums, innovation and cross-border access. Producers, distributors, sales agents, festivals and training providers apply to specific calls published on the EU Funding & Tenders Portal, with co-financing rates typically between 50% and 70% of eligible costs depending on the action.
Stacking with national incentives
Because MEDIA does not fund production, it does not directly stack with production tax credits or rebates — it operates on a different layer of the financing plan (development, distribution, market access). MEDIA grants work on a co-financing basis and must be combined with the applicant's own resources or other non-MEDIA funding to reach 100% of eligible costs. A single project cannot normally be funded by two MEDIA actions simultaneously, but MEDIA development support can precede and coexist with national production incentives, Eurimages, and other co-production fund support on the same project. Recipients must comply with EU state aid cumulation rules when combining MEDIA grants with national aid.
